Punishers are unimplemented enemies first introduced in IVAN CVS.
They are the enforcers of the "Citizen Purification Committee" charged with "re-educating" those who cooperated with a "false government". Their intended location or purpose in-game is unknown.
Despite not being fully implemented in the game, you may still spawn one with wizard mode active.
