I did a few preliminary searches for a phpbb quotebot addon, and there seems to be a number out there. I didn't know what version of phpbb this was so I don't have any links for you, assuming you even have access to add that sort of thing. It would be cool though. The quotebots I've seen usually just read out of a massive .txt file uploaded somewhere, taking random lines and printing them out, so quotes would have to be screened/added by hand.

I've got a quotes.txt on my HDD. It's all me though, so that could be good or bad depending on your point of view.

The ones I've seen have put them on the top of the main page, but you can put it wherever you like.

The majority of my quotes are classified under the NSFW setting, which would probably be a bit inappropriate for this site.

Yeah but some of the others are far less tame. Though, looking at my (obviously narcissistic) quotes list, I'm fairly sure there's some material in there that is not only hilarious but won't offend everyone and their dog. Some being the key word there.

Alrighty. There is a quote bot in place but he only quotes from the game. Now let's compile a list of other quotes we want to put in it.

I only found a couple one-liners in that thread. So right now there are about 30 from the game, 6-7 from Terry Pratchett, and 3 from IVANers. I originally put in a couple multi-line quotes but they really messed up the layout by pushing the forum down too far. So we're going to have to stick to 1 and 2 liners.
